Turkmenistan Three Schools — MV and LV Switchgear Application

The Turkmenistan Three Schools Project equips three independent school campuses to one common technical specification and one common switchboard standard. For each campus Devpan produced Dev24/36 medium voltage switchgear and the low voltage distribution boards as a single, repeatable design family.

About the Project

About the Project

In multi-site public building projects the real engineering problem is not the calculation for one building but standardisation. Three separate campuses must be operated with the same protection philosophy, the same spare part pool and the same maintenance procedure, which requires the whole switchboard family to be derived from one type design.

Load profiles in school buildings are predictable: classroom lighting, ventilation, computer laboratories, kitchen and sports hall. The user profile, however, consists of children, so touch safety, residual current protection and restricted panel access carry a higher priority than usual. Because the Turkmenistan network operates at 10 kV medium voltage, each campus has its own transformer substation.

Scope

Devpan Scope and Switchboard Architecture

For every campus the Devpan scope includes a complete distribution set, from medium voltage switchgear to classroom floor panels. All three campuses use the same enclosure, the same component brands and the same labelling standard.

  • Medium voltage switchgear (Dev24/36): 24 kV rated insulation level, 630 A busbar, 16 kA / 1 s short-time withstand; incomer, metering and transformer protection cubicles.
  • Main distribution boards (DevPanel): 1,000 A class main distribution per campus, 50 kA / 1 s withstand.
  • Sub-distribution boards (DevBox): Classroom blocks, laboratory, kitchen and sports hall panels.
  • Lighting and power panels (DevPower): Classroom lighting, external area and emergency lighting circuits.
  • Power factor correction (DevComp): Automatic stepped compensation with small steps.

Project-Specific Engineering Topics

One type design across three campuses

The same single-line architecture and the same component list are used on all three campuses. This reduces spare part stock and maintenance training to one standard and lowers operating cost over the long term.

Touch safety and residual current protection

Socket outlet circuits in areas used by pupils are provided with 30 mA residual current protection. Panel doors are lockable and the internal separation is chosen to prevent access by anyone other than service personnel.

Medium voltage protection settings

Transformer protection relays in the Dev24/36 cubicles are set to achieve discrimination with the low voltage incoming breaker. Current and time steps are calculated individually for the 630 kVA transformer.

Site installation and commissioning

All three campuses are commissioned against the same checklist. Insulation resistance, phase sequence, protection settings and functional tests are reported in the same format and added to the handover file.

FAQ

Frequently Asked Questions

What installed power does a school project require?

A medium-sized school campus has an installed power of 500 to 800 kVA. In this project a 630 kVA transformer is foreseen for each campus, giving roughly 1,890 kVA in total. The kitchen and the sports hall are the largest items within that figure.

Why does each school need its own medium voltage switchgear?

Because each campus has its own transformer substation and is fed from the network at 10 kV. Dev24/36 cubicles provide the incomer, metering and transformer protection functions independently at each location, so a fault at one campus does not affect the others.

What is the benefit of standardisation in multi-site projects?

Standardisation pays off in three areas: spare part stock reduces to a single list, maintenance staff learn one panel type, and fault response time shortens. Manufacturing also benefits from a series production effect, which shortens delivery time.
